1) Will the Southwire 90148809 range cord fit a 3-prong 50-amp dryer or range outlet?
It terminates in a NEMA 10-50P plug, which is the 3-wire, 3-prong 50-amp range configuration rated 125/250 volts. If the receptacle in the wall is a 10-50R, it mates. If the wall outlet is a 4-prong 14-50R, this cord will not fit and you need a 4-wire range cord instead. Note the 10-50 configuration is non-grounding, so this is a replacement for existing 3-wire installations only.
2) Can I use a 3-wire range cord like this on a new range installation?
Only where the existing circuit and receptacle are already 3-wire. The 90148809 is a 3-wire SRDT cord with a NEMA 10-50P plug and no equipment ground, so it is a replacement part for older 3-wire range circuits. New branch circuits for ranges are run 4-wire with a separate ground, which takes a 14-50P cord. If you are rewiring the circuit, buy the 4-wire version.
