Yes. The RB14 insulated ring terminal covers an 18-14 AWG range, so 16 AWG sits in the middle of the barrel's range. The blue nylon sleeve is the standard color code for that gauge band, and the barrel accepts insulation up to 0.162 inch in diameter, so most THHN and appliance wire in that range slides in without stripping back the jacket further than normal.
2) What stud sizes does the T&B RB14 ring terminal come in, and which do I need for a 10-32 screw?
Two stud sizes are offered: #8 (part RB14-8) and #10 (part RB14-10). A 10-32 machine screw is a #10 stud, so order the RB14-10. For a 8-32 screw, take the RB14-8. Ordering the wrong ring is the most common mistake here, since both share the same blue 18-14 AWG barrel.
3) What crimp tool do I need for T&B RB insulated ring terminals?
ERG4001 is the recommended tool. T&B also lists WT2000, WT112M, WT145C, ERG4003 and WT145A as application tools for these terminals. Any of those will seat the insulated barrel properly; a generic non-insulated die can crush the nylon sleeve and the inner grip sleeve instead of forming the crimp.
4) Can I use these ring terminals in a 480V control panel?
No. The RB series insulated ring terminals are rated 600V, which covers 120/208, 277 and 480V control and power circuits, but they are not rated above 600V. The nylon sleeve is the insulating element and it also carries a UL 94 V-2 flammability rating, which is what most panel builders are asked to show.
