2) What size hole do I drill for a 3/16 inch toggle bolt?
The hole has to clear the folded wings, not the bolt, so a 3/16 inch toggle like the 1506M needs roughly a 1/2 inch hole. Fold the wings flat along the screw, push them all the way through, then pull back on the bolt while you tighten so the wings seat against the back of the panel.
3) Can I remove a toggle bolt and reuse it later?
No. Back the screw out of a 1506M and the wing nut drops into the wall cavity, gone. If the fixture will be taken down and rehung, use a threaded anchor that stays in the board instead. Buying 1000 in the jar covers the fact that each removal costs you a fastener.
