1) Can the WAC Amherst WS-W17222 wall light be mounted on an existing pancake junction box?
Yes. The Amherst 22 inch lantern uses AC LED technology with no separate driver or transformer, so it mounts directly to a pancake junction box. The backplate measures 9.25 inches, so make sure that much flat wall surface is available around the box. It is hardwired, 120V.
2) Is the Amherst WS-W17222 lantern rated for a wall exposed directly to rain?
It is wet location listed and carries an IP65 rating, so direct rain exposure on an open exterior wall is fine. ETL and cETL listed for both the US and Canada, and it can be used indoors as well.
3) Can this 22 inch Amherst lantern be installed hanging down from the arm, or does it only mount pointing up?
Either way. The mounting method is listed as wall, up or down, so the same fixture works as an upward lantern or inverted below the backplate. The glass panels are clear seeded with an open bottom, which also means relamping access and bug cleanout from underneath when mounted downward.
4) Does the Amherst LED lantern meet California Title 24 for exterior residential lighting?
Yes, the Amherst is Title 24 compliant and Title 20 listed, and it is Dark Sky rated for the downlight-only distribution many jurisdictions require on exterior walls. It is not Energy Star certified.

Use an electronic low voltage (ELV) or TRIAC dimmer. Because the LED runs on AC LED driverless technology at 120V, a standard incandescent-only dimmer is not the right control; specify ELV or TRIAC on the job.
