No. A wedge anchor is a solid base material fastener, it works by expanding a clip against the wall of a drilled hole, so it needs poured concrete. Drywall, hollow block cells, and hollow core plank are the wrong base material for it. For hollow walls use a toggle or hollow wall anchor instead.

A tie wire wedge anchor sets into drilled concrete and leaves a loop of wire at the surface that you tie off to. Electrical crews use them to hang threaded rod hangers, conduit runs, strut, cable trays and fixture supports from concrete decks, where a wrap of wire is faster than setting a threaded anchor and nut.
