1) Can I use a stainless wedge anchor outdoors or in a wet location?

Wedge anchors are for solid, poured concrete. In hollow block, brick or mortar joints the expansion clip has nothing solid to bite and the anchor spins or pulls. Use a sleeve anchor or a screw-type masonry anchor for those bases instead.
