It works either way. The CV-550SPK is a stand alone single door controller with its own onboard database of up to 20,000 users, one Form C relay to drive the lock, a request to exit input and a door contact input, so it can run an opening with no panel behind it. It also has 26-bit Wiegand output, so you can wire it back to an existing access control system and use it as a reader instead.
2) Is the Camden CV-550SPK keypad reader rated for exterior mounting in a cold climate?
