1) Will the Don-Jo 20C-CW wrap around plate cover the worn area around a cylindrical lockset on a 1-3/4 inch commercial door?
That is exactly what the 20C-CW is for. It's a 5-1/8 x 20 inch steel wrap that folds over the lock edge of the door, covering scuffed, dented or previously drilled face material around a cylindrical lockset. It's cut for a 2-3/8 inch backset with a 2-1/8 inch cross bore and an indent for the latch prep, so the existing knob or lever and latch go back through it. Door thickness has to be 1-3/4 inches for the wrap to close properly on both faces.
2) My door has a 2-3/4 inch backset lock. Can I still use the 20C-CW wrap around?
No. The 20C-CW is punched at a 2-3/8 inch backset, so the 2-1/8 inch hole will not line up with a lockset set at 2-3/4 inches, and the plate cannot be shifted to compensate without moving the wrap off the door edge. Measure from the door edge to the center of the knob or lever spindle first. If that measurement is 2-3/4 inches, you need a wrap prepped for that backset instead.
3) Does the 20C-CW wrap around plate work with a mortise lock or a deadbolt?

A flat filler plate only covers one face and does nothing for the edge. A lock adapter is for changing the prep to suit a different lock, not for hiding damage. The 20C-CW does not change the prep, it reproduces it: 2-1/8 inch cross bore, 2-3/8 inch backset, latch indent, so the same cylindrical lockset goes back on.
