The PHB is the hold open bracket for Dorma 7000 and 8000 Series door closers. It replaces or adds the hold open arm hardware on those closers so the door can be held in the open position. It's a commercial replacement part, not a complete closer, so you need an existing 7000 or 8000 Series closer on the door.
2) Do I need to order a cover with the Dorma PHB bracket?
A cover is an option on the order, not a requirement. The default is a full plastic cover (FC); a full metal cover (FMC) can be selected instead if the opening is high traffic or you're matching metal covers already installed elsewhere in the building.
3) I manage a building with several Dorma closers. Can I standardize on one hold open bracket?
If your closers are Dorma 7000 or 8000 Series, the PHB bracket covers them all, so you can stock one part number and just match the finish per opening across the four offered: 689, 690, 695 and 696. Openings with other closer families need their own hold open hardware.

Aluminum. That keeps it consistent with the aluminum closer bodies and covers on 7000 and 8000 Series installations, and it's why the finishes are the 600-series painted and plated codes rather than brass finishes.
