1) Will the B-Line 88-12LE9B elbow fit an 8 x 8 inch wireway run?
Yes. The 88-12LE9B is built for 8 by 8 inch wireway, with a stated product height of 8 in and width of 8 in. It will not mate with 4 x 4, 6 x 6 or 12 x 12 trough, so the adjoining straight sections and any other fittings in the run have to be 8 x 8 as well.
2) What does "inside opening" mean on this 90 degree wireway elbow, and how do I tell it from an outside elbow?
Inside opening means the removable cover is on the inside of the 90 degree turn, so the elbow opens toward the short radius of the bend. That is the one you want when the inside face of the corner is the accessible side after the wireway is mounted. If the wall, ceiling or equipment sits against the inside of the turn, you need the outside opening version instead, because you will not be able to get the cover off after install. Decide this from where you will be standing when you lay in conductors, not from the direction of the run.
3) Is this wireway elbow NEMA 12 rated, and what makes it so?
It is a NEMA 12 fitting, and the sealing plate kit is what gets it there. The kit is included as part of the assembly, so the joints seal against falling dirt, dust and dripping non-corrosive liquid. The elbow is also UL Listed. NEMA 12 is not a wet or outdoor rating, so for washdown or exterior work you need a NEMA 3R or 4 type wireway system instead.
4) Do I need to buy a sealing plate kit separately to keep the NEMA 12 rating at the elbow?
No, the sealing plate kit comes with the 88-12LE9B. It is listed as a feature of the fitting itself, so you are not ordering a separate gasket or plate package to close the elbow up to NEMA 12. Plan on hardware and any additional connectors for the straight lengths on either side, which are separate items.
5) Can I lay conductors into this elbow instead of pulling them through?

The cover comes off the inside face of the 90 degree turn so you drop conductors in rather than fishing them around the corner, which is the reason wireway gets specified over conduit on dense panel feeds in the first place. This fitting carries the sealing plate kit and is UL Listed as an assembly, which is what an inspector looks for on a rated trough system. Pick inside opening for corners where the short side of the bend is accessible, and outside opening where it is not.
