Yes. The Hercules Johni-Ring jumbo wax gasket, Oatey part 90243, is made to seal over either a 3 inch or 4 inch closet flange, so you don't need to know the flange size before you buy. It seals the toilet horn to the flange on floor mounted water closets.

A jumbo ring carries more wax, which gives you extra height and fill. That matters when the flange sits slightly below finished floor level, or after tile or new flooring has raised the toilet above the flange. On a flange that sits flush or proud of the floor, a standard thickness ring is usually the better pick to avoid squeezing excess wax into the drain.

No. The 90243 Johni-Ring is specified for floor mounted toilets, sealing down onto a closet flange. For a wall hung carrier bowl you need the gasket specified for that carrier, not a floor flange wax ring.

No funnel. The 90243 is a plain high grade petroleum wax gasket, no plastic flange insert. Plain wax is what most plumbers and property maintenance crews use for resets, since the wax conforms to an uneven or slightly off center flange. If you want a sleeve to guide flow into the drain, order a wax ring with the polyethylene horn instead.
