Yes, it is a true 50/50 double bowl. Left and right basins both measure 14-1/2 x 16-1/2 x 9-1/2 inches, so you get equal prep and stacking space on each side rather than a large/small split.
2) Will my existing kitchen drain and disposal fit this Houzer granite sink?
The drain openings are the standard 3-1/2 inch kitchen size, which is what basket strainers and garbage disposal flanges are built for. The drains sit at the rear of each bowl, so the tailpieces come down behind the cabinet's usable storage and the trap arm runs closer to the back wall than it would on a center-drain sink. Worth checking your existing trap height before you set the sink, since rear drains often let you keep more shelf space but can change where the trap lands.
3) Can the Houzer M-300U be installed on a laminate countertop?
No. The M-300U is an undermount sink, so it has to hang below a solid surface top that can be polished at the cutout edge and carry the sink's weight, such as granite, quartz, or solid surface. Laminate has an exposed particleboard core at the cutout and is not suitable for undermounting. If the kitchen has laminate tops, you need a drop-in or topmount sink instead.
