1) Is the Houzer Porcela PCD-3400 a true 50/50 double bowl?
Yes, even split. Both bowls run 13-1/2 x 15-1/8 x 9 inches, so neither side is the small prep bowl. If you want a large-and-small arrangement for stacking pots on one side, look at a 60/40 configuration instead.
2) Will a standard garbage disposal and basket strainer fit the Houzer PCD-3400?
Both drain openings are 3-1/2 inches and centered in each bowl, which is the standard US kitchen sink drain size, so standard basket strainers and disposal mounting flanges fit. Houzer's matching basket strainer is part 190-9180. Center drains also mean the trap arm lands under the middle of each bowl rather than off to the back corner, so plan your P-trap and disposal clearance accordingly.
3) Does the Houzer PCD-3400 come with the mounting clips and a template?
Mounting hardware and a cutout template ship in the box, along with installation instructions. What isn't included: the faucet, the drain assembly, the P-trap, and the silicone or epoxy you'll use to bed the rim. The basket strainer (190-9180) and bottom grid (BG-3100) are separate accessories.
4) Can a porcelain enameled steel undermount sink be installed under laminate, or does it need stone?

The PCD-3400 is a steel-core sink with porcelain enamel fired on, so it's substantially lighter than a comparable cast iron double bowl of the same 30-1/8 inch footprint, which makes the undermount support easier to build, but you still want a proper cradle or brackets carrying the sink rather than relying on adhesive alone.
5) Can I swap a cast iron double bowl sink for the Houzer PCD-3400 without changing my counters?
Only if your existing cutout matches. The Porcela measures 30-1/8 x 17-1/8 inches overall, and undermount cutouts are cut to the specific sink, so a stone counter fabricated around a different sink is unlikely to line up. Enlarging an undermount cutout in installed granite is possible but it's fabricator work. Where the swap does pay off is weight: a steel-core enameled sink is far lighter than cast iron, so the existing support under an old cast iron installation is more than adequate.
