1) What wire gauge does the Sta-Kon RA717 ring terminal crimp onto?
The RA717 is sized for 22 to 16 AWG stranded copper conductor. The red insulation is the standard color code for that gauge band, so on a panel where blue (16-14) and yellow (12-10) terminals are also in the bin, the red body tells you at a glance you have the small-gauge terminal in hand. Anything larger than 16 AWG will not seat in the barrel.
2) Is the Sta-Kon RA717 terminal UL listed, and what voltage can I use it at?
It carries UL file E9809 and is rated 600 V. That covers standard 120/208, 240, 277 and 480 V building branch circuits and control wiring, which is why it passes on commercial panel and motor-control work where an inspector wants a listed termination.
3) Is the RA717 barrel copper or aluminum, and can I put it on aluminum wire?
The barrel is copper, so it is for copper conductors only. Landing aluminum wire in a copper-only terminal creates a dissimilar-metal joint that corrodes and loses contact pressure; for aluminum you need a terminal marked AL or AL/CU.
4) Does the vinyl insulation on this ring terminal mean I don't need heat shrink or tape?
The RA717 has a vinyl insulated sleeve over the barrel, which covers the crimp and the conductor entry so you are not taping the joint on a stud block. Vinyl is not a sealed insulation, though, so it is a dry-location terminal. For wet, buried, or washdown locations use a heat-shrink or adhesive-lined terminal instead.
5) Do I need a special crimper for Sta-Kon RA717 terminals?
It is an insulated crimp terminal, so it needs an insulated-terminal crimp tool using the red die nest or color-coded red station, matching the 22-16 AWG range. A bare-terminal or uninsulated die will crush the vinyl sleeve and give you an unreliable barrel crimp. No solder is required or wanted on a listed crimp termination.
