1) What is a drop ear elbow used for versus a plain 90 CPVC elbow?
The ears are the whole point. The 4707-5 has wings with screw or nail holes so the fitting anchors directly to a joist or wall backer, holding the stub-out rigid where a shower arm, hose bibb or tub spout riser lands. A plain 90 just turns the flow and has nothing to fasten to, so the stub-out flexes. Use the drop ear anywhere the fitting has to take load from someone pulling on a shower arm.
2) Is the Nibco 4707-5 approved for potable water in a commercial building?
It is NSF U.P. certified and lead-free, and Nibco lists it for both commercial and residential plumbing. That covers potable hot and cold distribution.
3) Does the 4707-5 drop ear elbow accept a threaded shower arm or hose bibb?
No. Both ends of the 4707-5 are slip sockets for solvent welding, so there is no female pipe thread to screw an arm or bibb into. If you need a threaded outlet at the stub-out, order the drop ear elbow in the socket x female thread configuration instead.
4) Do I need anything besides the fitting to install a Nibco CPVC drop ear elbow?
Yes. The joint is made with CPVC solvent cement (and primer per your local code), and the ears need fasteners plus a wood backer or joist to screw into, since none are supplied with the fitting. Nibco publishes plastic fittings installation instructions for the cure and set times.
