1) Will a Nibco 4818 PVC DWV plug thread into a female-threaded DWV fitting, or do I need to solvent weld it?
The 4818 plug has a male NPT thread, so it threads into a female NPT socket on a fitting or cleanout adapter. No cement needed for the joint itself. If the opening you're closing is a plain solvent socket rather than a threaded one, this isn't the part for it, you'd need a socket plug or a threaded adapter first.
2) Can I use a PVC DWV plug on a pressure water line or an air test?
No. The 4818 is a DWV fitting, built for drain, waste and vent only, and it's schedule 40 DWV rather than pressure-rated pipe. Nibco is explicit that it must not be tested or used with compressed air or other gases. For a pressurized water line you want a pressure-rated schedule 40 or 80 PVC plug, not a DWV one.
3) Does the Nibco 4818 plug meet code for a plumbing inspection on a commercial job?
The 4818 is made to ASTM D2665 and D3311, certified to NSF/ANSI Standard 14, and carries the NSF U.P. (uniform plumbing) certification, which is the marking an inspector looks for on DWV fittings. It's approved for both commercial and residential plumbing systems.
4) I want to cap a stub-out now and tie into it later, is a threaded plug the right call over a glued cap?

7) Will a white PVC DWV plug match the existing drain fittings in my building?
The 4818 is white PVC, which is the standard color for PVC DWV in North America, so it matches typical white PVC drain, waste and vent piping. If your existing lines are black, that's ABS, and PVC fittings do not solvent weld to ABS. Thread it dry into the fitting and you'll likely get a weep. A male NPT plastic thread wants a thread sealant rated for plastic, or PTFE tape, and hand tight plus a turn or two, no more. 9) Will PVC DWV plugs corrode or rust in a wet cleanout pit?
PVC won't rust, scale, pit or corrode, and it holds up to the chemicals that move through a waste line, which is why plugs in damp cleanout boxes and crawl spaces are usually specified in plastic rather than brass or cast iron. Nothing to seize up when you go to pull it years later.
