2) Why is the C26UF tongue bent at 45 degrees instead of flat?
The 45 degree bend lets the wire approach the stud from an angle, which is what you want in a tight panel or on a crowded terminal block where a straight tongue would force a hard bend in the conductor. If your stud face and wire run are in the same plane, a flat (straight) ring terminal is the simpler choice.
3) Is the Sta-Kon C26UF insulated? Do I need heat shrink or tape over it?
It's a non-insulated terminal, bare copper barrel and tongue. On any live connection you'll want to add your own protection over the crimp, a piece of heat shrink or an insulating sleeve, or use an insulated ring terminal instead if the application needs it out of the box.
