1) What wire sizes does the Sta-Kon A71M ring terminal accept?
The A71M takes 22 to 16 AWG stranded copper conductor. That covers the usual control and signal wiring in panelboards and harnesses. If your conductor is 14 AWG or larger, the A71M barrel will not crimp down on it correctly and you need a larger terminal.
2) Is the A71M terminal insulated, and does that matter for my application?
It is non-insulated bare copper, metallic finish. That means the crimped barrel and tongue are live once energized, so you either need adequate spacing between adjacent terminations or you add heat shrink or sleeving yourself. If you want the insulation built in, choose an insulated ring terminal in the same 22-16 AWG range instead.
3) Is the A71M ring terminal UL listed for an inspected installation?
The A71M carries UL file E9809. For a jurisdiction that wants a listed termination on 22-16 AWG control conductors, that is the reference an inspector asks for.
4) What voltage is the Sta-Kon A71M rated for?

No. The A71M barrel is copper and is specified for copper conductor only. Aluminum needs a terminal rated AL or AL/CU with the appropriate compound, not a bare copper ring tongue.
