No. The 12945 is not for hot-mopped or built-up roofs. For those assemblies you need a flashing rated for that application. It is intended for shingle and comparable pitched roof work where the base can be woven into the courses.

Yes, it is approved for Type B installations and rated for 180 degrees F continuous heat. That heat rating is the spec to check when the penetration is a vent carrying warm flue gases rather than a plain DWV stack.
