Yes. The 43541 is a 2 inch flange with a solvent weld connection, so it bonds to 2 inch PVC drain pipe with PVC cement. It's PVC itself, so no transition fitting is needed as long as the stub-out is PVC. If your rough-in is cast iron or the outlet is a threaded connection, this isn't the fitting for that opening.
