1) My closet bend was cut too short below the finished floor. Will a long pattern toilet flange fix that?
That's exactly what the 43523 is for. The extended hub on this long pattern flange reaches further down into the pipe, so a closet bend cut short still gets a full solvent weld while the flange body sits flush on the finished floor. A standard short-hub flange in the same spot either won't engage enough pipe or leaves you cutting in a coupling.
2) Is the Oatey 43523 a glue-in flange or a compression/expansion type?
Solvent weld. The 43523 is PVC and cements to Schedule 40 DWV pipe, inside 4 in. or over 3 in. If you're working on an existing cast iron or lead bend, or you can't get a clean cement joint, you want a compression or expansion-style repair flange instead, not this one.
3) What is the ring on this Oatey toilet flange made of, and does that matter for a tile bathroom?
It's a plastic ring, not metal. For a property manager doing turns over tile or vinyl, plastic won't rust-stain the floor or the wax seal area the way a corroding steel ring can. The tradeoff is that plastic rings are easier to crack if a closet bolt gets overtightened, so snug the bolts, don't crank them.
4) Does the Oatey 43523 come with a test cap, or do I have to buy one separately?
A test cap is included with the 43523. That lets you cap the flange and hold water or air on the DWV system for inspection before the toilet goes in, then knock the cap out when you're ready to set the bowl. Closet bolts and a wax ring are not part of it, so order those with the toilet.
5) How does this toilet flange attach to the floor?
Through countersunk screw holes in the ring. Countersinking lets the screw heads sit below the top face so nothing interferes with the wax seal or the toilet base. Anchor into the subfloor, not just into tile or underlayment, and set the flange so the ring bears flush on the finished floor.
6) Should the toilet flange sit on top of the finished floor or flush with the subfloor?
On top of the finished floor. The 43523 is built to sit flush on the floor surface, which is the standard way to get a reliable wax seal. If tile or LVP is going in later, plan the flange height for the finished surface rather than the bare subfloor, otherwise you end up stacking flange extenders to make up the difference.
