1) Will Oatey 31105 gray cement work on CPVC or ABS pipe?
No. The 31105 is a PVC solvent cement, rated for PVC pipe and fittings only. CPVC needs a CPVC-specific cement and ABS needs ABS cement; the joint chemistry is not interchangeable. For a PVC to ABS transition, use a transition cement or a mechanical coupling instead.
2) Is Oatey 31105 approved for potable water lines?
Yes. It meets ASTM D2564 and complies with NSF/ANSI 61 health effects requirements, and potable water is one of the stated applications along with DWV, pressure pipe, and electrical. That NSF/ANSI 61 compliance is what an institutional or municipal spec usually calls for on a drinking water line.

Below 40F you are outside the recommended window, so on a winter trench or an unheated crawlspace either warm the work area or schedule the joints for the warmer part of the day. The same ceiling applies in summer heat above 110F.
4) Does Oatey 31105 meet California SCAQMD low VOC rules for solvent cement?
It is a low VOC solvent cement that meets SCAQMD Rule 1168/316A or BAAQMD Method 40 requirements, which is what gets it onto a job in the South Coast or Bay Area air districts. 5) Should I use heavy duty gray cement or a regular clear PVC cement?

Regular bodied clear cement is the better choice on small diameter tight fitting pipe and where the gray color would show on exposed or finished work.
