1) Can I glue PVC in the rain or on a wet line with this cement?
That's what Rain-R-Shine is built for. It's a hot, fast-setting cement formulated for wet conditions, so it bonds on damp pipe and in rain without waiting for the joint to dry. It still is not a substitute for depressurizing and draining a live line as best you can.
2) What temperature can I apply Oatey 30890 PVC cement at?
Recommended application range is 40 to 110 degrees F (4 to 43 degrees C). Below 40 F the solvent won't soften the PVC properly and the weld suffers; above 110 F it skins over before you can seat the fitting. Plan cold-weather work around that window or move to a cement rated for lower temps.
3) Is this blue PVC cement approved for potable water lines?
Yes. Rain-R-Shine blue cement complies with NSF/ANSI 61 health effects requirements and meets ASTM D2564, so it's usable on potable water as well as pressure pipe, DWV, irrigation, and pool and spa work.
4) Can I use blue Rain-R-Shine cement on CPVC or ABS?
No. This is a PVC-only cement. CPVC hot and cold water lines need a CPVC-specific solvent cement, and black ABS drain pipe needs ABS cement. For a PVC-to-ABS transition joint you need a transition cement, which this is not.
5) Do I need a primer with Oatey Rain-R-Shine blue cement?
Rain-R-Shine is a one-step blue cement that solvent welds PVC on its own. Where the local code official or the job spec calls for purple primer on the joint, use it anyway - many jurisdictions require the visible primer mark on inspected potable and pressure work regardless of the cement type.
6) Will this cement pass low-VOC rules in California?
It's a low-VOC solvent cement that meets South Coast Air Quality Management District (SCAQMD) 1168/316A and BAAQMD Method 40 requirements, so it's saleable and usable in the California air districts that restrict cement VOC content.
