1) Can Oatey Rain-R-Shine blue PVC cement be used on wet pipe or in the rain?
That is what it is built for. Rain-R-Shine is a hot, very fast setting solvent cement formulated for wet conditions, so it can be applied to damp pipe and in rain. Apply it between 40F and 110F (4C to 43C). The fast set also means you work quickly once the cement is on the joint, and you can pressurize sooner.
2) What size PVC pipe will Oatey 30891 blue cement handle?
Oatey 30891 Rain-R-Shine solvent welds PVC pipe and fittings up to 6 inch diameter with an interference fit. Above that size you need a heavy bodied cement rated for the larger diameter.
3) Is this Oatey blue cement approved for potable water lines?
Yes. The Rain-R-Shine blue cement complies with NSF/ANSI 61 health effects requirements and is listed for potable water, pressure pipe, DWV, irrigation, and pool and spa work. It also meets ASTM D2564, the standard spec for PVC solvent cement that most plumbing codes reference.
4) Will this cement work on CPVC or ABS pipe?
No. This is a PVC-only solvent cement. ABS drain pipe needs ABS cement, CPVC hot water pipe needs a CPVC-rated cement, and a PVC-to-ABS transition needs a transition cement. Using PVC cement on those materials makes a joint that will not hold.
5) Can I apply this PVC cement in freezing weather?
Not below 40F (4C). The recommended application range for Rain-R-Shine runs 40F to 110F, 4C to 43C. Below the low end the solvent does not soften the pipe wall properly and the weld is unreliable; above the high end it flashes off too fast to make the joint.
6) Does Oatey 30891 meet low-VOC rules for California jobs?
Yes. It is a low VOC solvent cement meeting SCAQMD Rule 1168/316A or BAAQMD Method 40 requirements, so it is usable on South Coast and Bay Area jobs.
