1) Does the Pamex FLF Alto single dummy lever have a latch, or is it just a pull?
No latch. A single dummy is a fixed lever mounted on one face of the door for pull only, so there is no latchbolt, no strike, and no bore-through prep on the far side. Use it on a closet or double door leaf that is held shut by a ball catch or roller catch. If you need the door to actually latch, order the Alto in passage function instead, where both levers are always free.
2) Do I need to order left or right hand for a Pamex Alto dummy lever?
No handing to specify. The Alto is non-handed, so the same part works on a left or right hand door and you can point the lever whichever way the opening needs. That is a real difference from some decorative dummy levers, for example the Baldwin Estate 5103 half dummy, which is ordered as a specific left hand or right hand part.
3) Is a Grade 3 Pamex Alto lever tough enough for an apartment building or an office?

8) What finishes does the Pamex Alto lever come in, and will it match the rest of my doors?
Three finishes on the Alto: 625 bright chrome, 622 matte black, and 619 satin nickel. Those are the standard BHMA numbers, so 619 satin nickel matches other 619 hardware from any manufacturer and 622 matches other 622 black. If the rest of the building is on 626 satin chrome, note that 625 is the bright, polished chrome and will read differently beside it.
9) Can I key a Pamex Alto dummy lever to match my other locks?
A dummy has no cylinder, so there is nothing to key. Keying on the Alto family belongs to the entry function, which takes a 5-pin solid brass cylinder in Kwikset keyway as standard or a 5-pin Schlage C keyway. If you are standardizing a house or a unit on one key, order the entry Alto for the doors that lock and use the dummy purely where a pull is all you need.
10) My dummy lever needs to be handed for the door - does the Pamex Alto work?
The Pamex FLF Alto is non-handed, so one part covers either face without specifying a hand. Baldwin's Estate 5103 half dummy is ordered by hand instead: the 5103 LDM is the left hand half dummy and the 5103 RDM is the right hand, both with the 5048 rose.
