Yes. The S9031 is an enclosed rated lamp, so it can go in a closed globe, a flush-mount dome, or a jelly jar without the heat buildup shortening its life. Burning position is universal, so base-up, base-down, or horizontal all work.
2) Can I ship the Satco S9031 to a job in California?
No. This A15 LED is flagged Non-Compliant for California's Title 20 lamp regulations. Satco's listed Title 20 alternate substitute is the S8573, which is the part to spec for California work.
3) Can I use this A15 LED in a bathroom, a covered porch, or an outdoor fixture?
Damp location rated and listed for indoor use. That covers bathrooms, laundry rooms, and covered ceilings where the lamp is not exposed to direct water. It is not a wet location lamp, so skip it for open outdoor fixtures or anywhere rain can reach the bulb.
