1) If the power drops, does the Schlage L9092EU lock or unlock the outside lever?
It locks. The L9092EU is the EU (fail secure) version: the outside lever is held unlocked while it has 12 or 24V DC, and a switch or power failure locks that outside lever. The inside lever is always free for immediate egress, powered or not, so people can still get out. The key in the outside cylinder retracts the latchbolt regardless of power state.
