1) Will the Schlage L9466 mortise lock fit a 1-3/4 inch door with a 2-3/4 inch backset prep?
That's exactly the prep the L9466 is built for: 2-3/4 inch backset, 1-3/4 inch door thickness. The lock case measures 4-7/16 x 6-1/16 x 1 inches, so the door needs a standard ANSI mortise pocket to take it. Thicker doors are not covered by this configuration. If your opening is thinner or thicker, that is a different order.
2) What does the L9466 store/utility room function actually do when someone tries the lever?
The lever retracts the latchbolt from either side at all times, so the door is never latch-locked against you. Security comes from the separate deadbolt, which is thrown or retracted by key from either side. Double cylinder means a key is required on both the inside and the outside to move that bolt, so nobody throws or drops it without one. That is the difference between the L9466 and an ordinary storeroom lock where the outside lever is simply fixed.
3) Is a double cylinder deadbolt lock like the L9466 allowed on an exit door?
Think carefully before putting it on a required exit.
