2) Does the Metallics RSBK2 kit qualify for Buy American or ARRA-funded projects?

3) Do I need a special bit for these 8-32 stove bolts, or will a standard driver work?
A #2 Phillips bit drives them, and the heads are also slotted so a standard flat blade works if that is what is in your pouch. The Phillips recess runs 0.165 to 0.178 inch diameter at 0.101 inch depth; the slot is 0.045 to 0.054 inch wide and 0.058 to 0.077 inch deep. Nothing proprietary in the kit.

The head measures 0.287 to 0.309 inch across and 0.107 to 0.12 inch high, so it seats on top of a standard #8 clearance hole rather than passing through it. The #8 SAE flat washers in the kit spread that bearing surface on sheet metal or slotted box ears; the lock washers go under the nut.
6) What standard and strength do these Metallics 8-32 machine screws meet?
They are made to ANSI B18.6.3 dimensionally, from AISI 1006 to 1022 steel, with a hardness of Rockwell B70 to B100 and a minimum tensile strength of 60,000 psi. Note the tensile requirement applies to sizes and lengths subject to testing; #6 through 1/2 inch screws shorter than 1/2 inch or 3D are exempt from tensile testing, so several of the shorter lengths in the tray fall outside it.
7) Zinc plated or black oxide, which should I order for exposed electrical work?
The RSBK2 tray is zinc plated steel, the most common finish for machine screws and the default for general electrical and mechanical fastening. Zinc yellow is the usual pick in electronics work, and black oxide or black zinc is what you order when the screw has to disappear against black-colored components. If appearance against black gear matters, this zinc tray is the wrong finish for you.
