1) Will a Metallics JFMP31 10-24 screw thread into a standard 10-24 tapped device box or fixture strap?
Yes. The JFMP31 is a 10-24 UNC machine screw, 24 threads per inch, cut to ANSI/ASME B1.1. That is the same thread used on tapped holes in steel device boxes, fixture straps and mounting ears, so it runs straight in with no tapping or thread-forming.
2) Is 2 inches too long for mounting a device or plate in a standard box?
Often, yes. At 2 inches of length the JFMP31 is meant for stacked build-ups: extension rings, deep plaster rings, spacers, through-bolting a strap or ganged assembly. For a plain yoke-to-box device mounting you normally want a much shorter 10-24. Buy the 2 inch when you are picking up threads behind a thick sandwich of material, not for flush work.
3) Will these Metallics machine screws meet a Buy American or ARRA requirement on a federal job?
No. The JFMP31 is not Buy American compliant and is not ARRA compliant; country of origin is listed as multiple. If your project carries a domestic-sourcing clause, this screw will not satisfy it.
4) What size Phillips bit drives these 10-24 machine screws?

Yes. Head and recess dimensions on the JFMP31 are built to ASME B18.6.3-1998, with threads to ANSI/ASME B1.1. Gaging diameter is 0.313 in. with head protrusion 0.025 to 0.042 in. above gage, which is how an inspector verifies the flat head geometry.
