1) How does the Nibco PS-585-70-HC ball valve connect to the pipe and to a hose?
It's a press male x hose configuration. One end is a male press stub that goes onto copper tube with a press tool, and the outlet is a 3/4 inch garden hose thread with a cap and chain attached. So you press it into the line once and the hose side is ready for a drain hose or boiler fill hose without any threading or soldering.

No. Nibco states use of the PS-585-70-HC in U.S. drinking water applications is prohibited after January 3, 2014.
