2) How does the S51M3-E connect to CPVC pipe - is it threaded or solvent weld?
Solvent weld only. Both ends are S socket connections sized for Schedule 80 CPVC pipe, so you cement the valve in rather than screwing it on. If your system is threaded, you would need threaded adapters or a threaded-end version instead.
3) What does 3-way 3-position mean on this Chemtrol multi-port ball valve?
It is a diverting valve with three ports, and the handle stops at three working positions so you can route flow between ports rather than just open and shut one line. Typical use is switching a line between two branches, such as filter/bypass or tank-to-tank service in commercial and industrial piping. If you only need on/off on a single run, a standard two-way true union ball valve is the cheaper choice.
4) Can I service this valve without cutting the CPVC pipe?

6) Can I use this CPVC ball valve on compressed air?
No. Nibco states plainly not to use or test this valve with compressed air or other gases. It is a liquid service valve, and that includes pressure testing - use water or another liquid medium.
