Schlage Electronics SCH-9651 – Frequently Asked Questions

1) Will Schlage 9651 fobs work with the card readers we already have?
Depends whose readers they are. The 9651 is a 13.56 MHz MIFARE credential built to ISO 14443, so it needs a 13.56 MHz reader to begin with. On Schlage readers and electronic locks it reads encrypted, using the mutually authenticated exchange between fob and reader. Other manufacturers' readers and electronic locks will read it CSN only, meaning you get the chip's card serial number and none of the encrypted credential data, so if your access control software is programmed to a facility code and card number, that read will not match what the software expects. A 125 kHz prox reader will not read this fob at all.
2) We are still running 125 kHz prox readers. Will Schlage 9651 fobs open our doors?
No. The 9651 is a 13.56 MHz MIFARE fob, and a 125 kHz prox reader cannot read that frequency. For a site converting in stages, the same credential platform is offered in multi-technology 125 kHz + 13.56 MHz form, which carries both so one fob works on the old prox readers and the new smart readers during the changeover, with single-technology 13.56 MHz fobs like the 9651 for new applications. If every reader on the property is still 125 kHz today, the 9651 is the wrong credential until the readers are swapped.
3) What do I have to specify when ordering Schlage 9651 MIFARE keyfobs?
Three things decide the order: bit format, facility code, and starting serial number. Format options are 26-Bit, 32-Bit, 34-Bit, 35-Bit, 36-Bit, 37-Bit, 40-Bit and 48-Bit. A facility code has to be supplied on all of them except 32-Bit and 37-Bit, and a unique start serial number on all except 35 Bit. Pull the format and facility code off your existing credential record in the access control software rather than guessing, because fobs encoded to the wrong format will not present correctly to the panel and cannot be re-encoded after the fact. They ship 50 to a pack.
4) How do I order more Schlage 9651 fobs for a building without duplicating card numbers we have already issued?
Order to the same bit format and the same facility code you are already running, then give a start serial number above the highest number issued so far. These are encoded to order, so the numbering is set by what you supply rather than by a fixed block, which is what keeps a second batch from colliding with the first. Since each pack carries 50, leave enough headroom above your last issued number to cover the whole pack. If the format or facility code differs from the credentials in service, the new fobs read as strangers to the panel even though the hardware is identical.
5) How many Schlage 9651 credentials can we issue on a 26-bit format before we run out of numbers?
On 26-Bit the card number range runs 0 to 65,435 per facility code, and facility codes run 0 to 255. That covers a single building or a small portfolio without trouble. A campus issuing to residents, staff and rotating contractors can work through it, and the higher formats up to 48-Bit carry wider ranges, though the range varies by format. Changing format later means every reader and the panel have to read the new format too, so it is worth sizing this at the start rather than after the first few thousand fobs are out.
6) Does the Schlage 9651 fob encrypt the data it sends to the reader?
Yes, on Schlage readers. Data passing between the fob and the reader is 3 DES encrypted and mutually authenticated, so each side proves itself before credential data moves. That protection is what you are buying over a plain serial-number read, and it only applies on the Schlage encrypted side. Present the same fob to a third-party reader and it hands over the card serial number only. For a facility standardizing on the encrypted read, the readers and electronic locks at the openings that matter have to be Schlage.
7) Is the Schlage 9651 the same keyfob as the aptiQ 9651T?
Same fob under a newer name. The 9651 MIFARE smart key fob was sold as the aptiQ 9651T, so a site already carrying 9651T credentials can add 9651 fobs encoded to the same bit format and facility code and the panel will not know the difference. Worth knowing if your as-built documentation or a previous purchase order lists the aptiQ number and you are trying to match it.
8) Can a Schlage 9651 MIFARE fob be used for anything besides opening doors?
It carries 1K byte / 8K bit of memory on an ISO 14443 chip with a simple fixed memory structure that is freely programmable, on an open standards-based platform, so the same fob can serve applications beyond access control. The limit is on the other end: cafeteria, print release, vending or time and attendance each need their own 13.56 MHz reader and their own memory allocation on the credential. Settle those secondary applications before the fobs are encoded, since the encoding happens at order time.
