The Homeline 225A PoN panel is built as a convertible mains load center with lug electrical connection, so incoming conductors land on lugs and overcurrent protection has to come from upstream, typically a main breaker or fused disconnect in the service equipment ahead of it. That makes it the right choice for a subpanel or a feeder-fed panel. Being convertible, a main breaker can be added to make it service entrance equipment instead.

If you are feeding it as a subpanel, you also need to keep the neutral isolated from the enclosure, which is another reason the separate ground bar is not optional.
