The HTK-738 is an H-track fixture, so it mounts to H-style (three-circuit H-system) track only. It will not seat in J or L track profiles. It runs on 120V line voltage, so no transformer is needed in the run.
2) Can I use this WAC track head in a covered exterior walkway or a bathroom with a shower?
No. The HTK-738 is rated for indoor, dry locations only. Covered exteriors, canopies, parking structures and shower or tub zones need a damp- or wet-rated fixture instead.

Allow 9-1/4 inches of drop for the head at full extension. The body measures 5.5 inches in diameter and 6.5 inches in length, so in a tight soffit or low-ceiling retail bay plan the aiming arc around that 9-1/4 inch maximum height.
